Dr. Tada conferred  with Dr. SN Tripathy Memorial Oration Award

ITANAGAR, Feb 15: Dr. Bamin Tada, Joint Director of Health Services (TB) cum State TB Officer, has been conferred with the prestigious Prof. (Dr) SN Tripathy Memorial Oration Award in recognition of his outstanding contribution to the field of TB Control Programme and for being the longest serving Programme Officer in the country.

The award was presented by Ashwini Kumar Choubey, Minister for Health and Family Welfare, Bihar Government, on behalf of the TB Association of India in a glittering function held at Mahavir Cancer Sansthan, Patna in presence of representatives of GOI, WHO and learned doctors of the country during the 67th National Conference on TB and Chest Diseases and National Academy of Chest Physician on February 8.

The award comprises a medal, citation, shawl and cheque.

Earlier, Dr. Tada was conferred with Arunachal Pradesh Governor Gold Medal in 1999 and Life Time Achievement Award by then Chief Minister Late Dorjee Khandu in 2008 at Tawang during North East Regional TB and Chest Diseases Conference.

Dr. Tada was also congratulated and felicitated during the just concluded State Level PMDT and RNTCP Review Meeting held on February 13 at Banquet Hall, Itanagar in the presence of Special Secretary (Health), Govt. of AP., Mission Director (NRHM), WHO Consultant, DHS, Senior Officers of the Directorate, DMOs, DTOs and TB Workers of the State.

Dr. Bamin Tada was   honored by State Health Department, all the TB workers, of Arunachal Pradesh, including TB Cell, Nursing Cell and TNAI State Branch with a Shawl and Bouquet.

The Mission Director, NRHM Bidya Gadi said that Dr. Tada’s dedicated services must be emulated by the younger generation of doctors.

Describing him as the Father of TB Control Programme in Arunachal Pradesh, Dr. Moji Jini, Chief Medical Superintendent, Arunachal State Hospital, Naharlagun, said that the example set by him should be well remembered and his foot steps followed by one and all.

Special Secretary (Health), Govt. of Arunachal Pradesh Shalini Verma also congratulated Dr. Tada on his great achievement.

Director of Health Services Nishing Kartik, on behalf of Health Department, congratulated Dr. Tada on his achievement and for bringing laurel to Health Department in particular and the state in general.

 

 

Ultras involved in kidnapping and murder of businessman arrested

ITANAGAR, Feb 15: In yet another major break-through, the security forces managed to apprehend two NSCN-K ultras namely,  Wangphiam Letey Lowang and Hangdam Aboh involved in kidnapping and killing of influential businessman MB Singh of Deomali town.

One AK 47 rifle with magazine and 30 live rounds and one .22 pistol with 5 live rounds were recovered from their possession, informed Tirap SP Vikramjit Singh.

Based on an input from reliable sources, a joint operation of 1 Assam Rifles, APP and CRPF was launched which was led by senior officers of 1 AR. During the combing and search operation self styled Sgt Major Wangphiam was apprehended by the team from Borduria village in the wee hours of February 14. He had tried to escape from the spot but the alert team managed to over-power him.

Another cadre SS Pvt Hangdam Aboh was subsequently apprehended during the operation from Laptang village.

Wangphiam Letey Lowang was the prime suspect in the abduction of an influential businessman MB Singh of Deomali town. He had gone missing from Borduria in January last year. Since then his whereabouts was not known even though NSCN-K operative Wangphiam had been paid a huge ransom amount by the relatives of MB Singh.  All other suspects in this case were arrested by the police earlier and some hard evidence were also recovered but Wangphiam had managed to evade arrest.

On sustained interrogation, he admitted to being part of the conspiracy of kidnapping businessman MB Singh for ransom and his killing. He further pointed out the exact spot where the body of the victim was buried. A proper exhumation was carried out and the relatives of the victim even identified the clothes and a “tabeez’ as that being of MB Singh’s. With the recovery of the mortal remains of the victim and positive identification of the same by the relatives, Tirap District Police have solved one of the most sensational kidnappings in the district and a history of sorts has been created where for the first time the body of a victim of a UG related abduction and killing has been recovered.

Many previous incidents have occurred when persons have been abducted by the UGs and were presumed to have been killed by them but the corpus delecti had never been found.

 

 

Chevrolet Sail launched amidst fanfare

ITANAGAR, Feb 15: The General Motors (GM) today launched its much awaited sedan Chevrolet Sail in an impressive function held at Sango Motors, Itanagar. The function was attended, among others, by the top banking officials, customers and representative of General Motors. Proprietor of Sango Motors Taba Ayo and Pranab Barman, North East Area sales manager, GM launched the Chevrolet Sail.

The Sail has been launched in Itanagar with view to capture the emerging car market of the state. While talking to journalists Pranab Barman informed that GM has sold highest numbers of cars in Arunachal among all the NE states. “Arunachal has emerged as major market for us. And to make further inroads into the market, we have launched Sail. Already we have started to get booking and we are very positive about future,” said Barman.

Chevrolet Sail is available in seven exterior colour which includes velvet red, switchblade silver, summit white, caviar black, linen beige, sandrift grey and misty lake. Further it has 4 variants of petrol and 4 variants of diesel. The price of base model in petrol version is Rs 553263 and that of top model is Rs 645513. While in diesel version the base model costs Rs 663263 and top model Rs 755513. The Sail is quite spacious and has enough space for big family to fit in.

The large 14-inch tires enable the Sail to negotiate speed bumps and potholes with ease which is an important feature keeping in mind the bad road condition of state. Arunachalee judges being unfairly treated

ITANAGAR, Feb 15: Contrary to the directive of Chief Justice of the Supreme Court India Altamas Kabir to appoint more fast track courts (FTCs) to expeditiously dispose of all pending court cases, particularly crimes against the women, the Gauhati High Court registry has terminated three additional district and sessions judges, namely Oying Apum, Goto Ete and Yumken Bagra.

“It was a predetermined agenda as three of them recruited on merit through due recruitment process and interview conducted by the Gauhati HC registry would have qualified to become HC judges through their service record and channel within next three years,” which they have claimed in a writ filed before the high court on February 5 last to seek justice.

Apum, a gold medallist in LLB from North Eastern Hills University (NEHU), Shillong in 1993 and the first woman law graduate from Arunachal Pradesh, served in state’s law department for 7 years, before appearing for the examination in 2001.

Bagra, a first class law graduate in 1981 and Ete, a first class law graduate in 1987, after practicing for 12 and 14 years respectively along with Apum appeared the examination.

Three of them after qualifying the recruitment examination on merit were appointed as additional deputy commissioner having the powers and functions of additional district and session’s judge on 04-06-2002 vide letter No. JUDD/60/2001 and they joined in July, 2002.

This is a pre conceived move as the registry in consultation with the state government had extended their contractual services till March 31, 2015. As three of them are on contractual services with the state government, such injustice is shocking, Lok Sabha member Takam Sanjoy said.

While the recruitment Rules No. 7 specifically has an enabling provision for regularization of FTC judges, but intriguingly the HC registry even after seeking the ACRs of the three judges vide letter No. HC/VII:09/2008/1615/A besides property returns through the law department instead of considering their cases for regularization continued to avail their services on adhoc basis, the MP informed.

Interestingly, three of them appeared in the written examinations conducted by the Gauhati HC registry again on September 02, 2012 just within 24 days’ notice on August 07, 2012 from the date of fixation of written examination and they were called to appear for interview by the principal bench of the HC at Guwahati on November 22, 2012.

When three of them reported on time on the given date, they were told that their answer sheets were not checked. They were also told that whosoever among them found securing qualifying marks in terms of the Supreme Court in the Brij Mohan Lal case would be called for interview, the MP claimed.

Shockingly, without consulting or intimating the government of Arunachal Pradesh, the termination letters dated January 7, 2013 were received by state’s law department as a bolt from the blue.

The HC registry in a hurry advertised on January 10, 2013 for vacancies arising out of the termination in Arunachal Pradesh FTCs through there was no vacancy for the same in the state government.

Though the Guahati High court set up in 1948 to function as the principal seat of justice for seven North East states, there has been no single judge from Arunachal Pradesh representing the indigenous community. This is enough proof of the predetermined move to deprive the Arunachalees to become regular judges of high court.

Moreover, with the state government separating judiciary from the executive on March 16, 2004 vide notification No. 44/2004, the state would require additional & district session judges and district & session judges. In case the state does not have qualifying people, then those who are in the registry would fill the posts created.

Interestingly, the present district & session judges, namely Nani Grayu and Buri Habung, would require eight year’s qualifying service to become HC judges. In case of new recruitment, he/she would require 10 years’ qualifying service to become a HC judge. This clearly proves how Arunachal Pradesh though such manipulative process has been pushed behind 8 years, if not a decade, by terminating the services of three judges.

Intriguingly, though the adhoc services of the three judges were extended from March 31, 2010 for five years up to March 31, 2015 vide order No. JUD (FC)-55/2009, dated 13-05-2011, why their services were discriminatorily terminated is for the Gauhati HC registry to reply.

 

 

Tuki campaigns for Cong in Tripura

ITANAGAR, Feb 15: Arunachal Pradesh Chief Minister Nabam Tuki had a hectic schedule campaigning in Tripura on February 10 and 11 last. The 60 member Tripura Assembly goes to polls tomorrow.

Reaching Agartala on Sunday, Tuki attended a public meeting at Ramachandea Ghat in Khowai district, where he campaigned in favour of contesting MLA candidate Amimesh Devbarma of the National Conference of Tripura (NCT).

Amimesh is the lone candidate of the regional party, an alliance of the INC, in the foray this Assembly election.

Later in the evening, he addressed a massive gathering at Talia Mura for INC candidate Gouri Shankar Roy.

Tuki hailed Congress as the only option for peace and overall development of not only Tripura but the entire Northeastern Region. He said that only because of the Congress party and the patronage bestowed by its national leaders under the leadership of AICC President Sonia Gandhi and Prime Minister Dr Manmohan Singh, the North East was progressing ahead with a vision in mind.

“Therefore, it is our duty to payback by bringing the party to power in our respective states,” appealed Tuki, a Congress veteran and leader of Arunachal Pradesh CLP.

On Monday the Arunachal Chief Minister joined AICC General Secretary Rahul Gandhi in a party rally at Sunamura, where a mammoth crowd of nearly 70,000 had gathered. The rally was to garner support for five INC candidates – Shah Alam, Billal Mia, Subhol Bowmik, Uttam Das and Deepak Mazumdar – who were all present in the rally.

The same day Tuki traveled to Karamchara and Chawmanu and addressed two election rallies campaigning for D C Rangkhol and Zaidami Tripuri. Zaidami is one of the four women contestants in the fray and probably the youngest at 27.

The Chief Minister was accompanied by Maharaja of Tripura Pradyut Devbarman, former Indian Youth Congress General Secretary Nyamar Karbak and Tripura Pradesh Congress Committee General Secretary Majibur Islam, according to an Arunachal Pradesh Congress Committee release.

 

 

Lowangdong inaugurates PHC

KHONSA, Feb 15: Arunachal Pradesh Assembly Speaker Wanglin Lowangdong inaugurated a Primary Health Centre at Old Paniduria village, about 25 Km from Khonsa, amidst a huge gathering.

Speaking on the occasion, Lowangdong said that the establishment of the PHC was delayed mainly due to poor road communication. He, however, appreciated the PWD and Health department for providing the basic requirements for the newly constructed PHC adding that the PHC would go a long way in improving the health services of Paniduria and nearby villages.

Highlighting the ‘tremendous development’ made in various sectors in the state, the Speaker said that all the elected leaders of Tirap district were trying to improve the health services in the district by trying to post more doctors and creating more infrastructure. The Speaker asked the people to create more conducive atmosphere in the district so that more government officers of different departments willingly join the district. He further urged the DMO to make the PHC functional at the earliest in the interest of Paniduria and nearby villages.

While replying to a public memorandum, Lowangdong assured to take up their grievances on priority.

Tirap Deputy Commissioner Dr. Sachin Shinde while congratulating the people for having a PHC, said that the PHC would be made functional soon and asked the villagers to ensure that the building was maintained properly with care. Replying to the memorandum submitted to him, Shinde assured to provide a rain water harvesting scheme for the village adding that the villagers themselves have to carry out the scheme. The DC further asked the villagers to co-operate with the district administration for all round development of the district.

Tirap SP Vikramjit Singh in his brief speech said that education, health and road connectivity were the key to development of any place. He urged the local people to help the security forces in establishing a lasting peace in the district.

DMO Dr. K Perme and EE, PWD S Borang, who also spoke on the occasion, told the villagers to maintain the PHC as it belonged to them.

The chiefs, GBs and Panchayat leaders of 57-Borduria-Bogapani, who addressed the gathering, said that Lowangdong had fulfilled almost all the grievances of the people of the constituency like road connectivity, health centres, upgradation of schools, community halls and so on and so forth. They said that the PHC was a long-felt need of Paniduria and its peripheral villages. They expressed full faith and support in the leadership of Lowangdong.

It may be mentioned here that the PHC has been constructed under SPA at the estimated cost Rs 99.5 lakh and the work was executed by the PWD.

On the sidelines of the meeting, the GB of Paniduria Ngongman Kakho said that Speaker Lowangdong had changed the face of the 57-Borduria-Bogapani constituency by bringing in ‘unprecedented development’ in all spheres.

Another villager Khawang Rangsu, who was listening to the GB vigorously nodded his head in total agreement. An out-reach health camp was also organized on the occasion by the DMO.

Delay in announcement of tender result resented

PASIGHAT, Feb 15: The people of Mebo sub division in East Siang have expressed their resentment over delay in declaring the result of tender called for construction of five rural link roads by Pasighat division of Rural Work Department (RWD).

The tender for the construction link roads funded under Special Plan Allocation (SPA) for the year 2012-13 was invited from intending bidders through Tender Notice No-TND/RWD/PSG/Mebo/NIT/ 02/2000-11 dated January 15, 2013 .

The people expressed doubt over transparency of conducting the tender process. The people, including some deprived bidders pointed out some irregularities in the tendering process and alleged that the Tender Opening Committee led by Executive Engineer of RWD division was going to allot the entire works to a controversial businessman, by keeping an unholy ‘wheeling-dealing’.

It was alleged by the people that the tender opening committee in one hand rejected papers of four other bidders ‘without any valid reason’ and accepted the objectionable tender papers submitted by one bidder on the other hand. Frustrated over the alleged "unfair" conduct of the committee, some of the deprived bidders are seeking help of RTI tools for obtaining the documents related to the tender process. They are also preparing to go to the court for justice against violation of "Right of equality".

On the other hand, RWD sources informed that tender committee had accepted paper submitted by one of the bidders, which is being forwarded to the superior authority for due approval.

 

 

DFP organizes health awareness campaign

AALO, Feb 15: The Directorate of Filed Publicity (DFP), Govt. India in co-ordination with National Rural Health Mission (NRHM), DFWB and Malaria Wing of Health Department and ICDS Aalo organized awareness campaign on Health and Family Welfare at Nekte Humoli, Bene and Taba Sora villages on February 8, 9 and 11 respectively.

Various programmes/ activities like quiz competition, awareness rallies were organized during the campaign to educate and disseminate information among the masses in rural area about health and family welfare programmes in a most effective way.

The main resource persons of the campaign were Dr. K Ori SMO PHC Nikte, Moki Nyodo CDPO ICDS, Kirta Bagra Supervisor, Rimen Jonah Senior Gram Sevika of Darka, Doba Gamlin Supervisor ICDS.

Dr. Ori educated the people on AIDS, cancer, diabetes, malaria preventive measure and explained about JSY and JSSK schemes for the pregnant women.

Another resource person Kirta Bagra explained in details about the importance of immunization, diseases like HIV/AIDS and importance of consuming iodised salt. Bagra also demonstrated process of ‘Hand Washing” and the importance of immunizing their babies to save them from six killer diseases.  Quiz competition among the people were also conducted and prizes given by DFP.

Resource person Jonoh educated the people about AIDS, malaria and its preventive measures, long lasting impregnated net (LLIN), demerits of early (child) marriage etc.

Moli Nyodo, CDPO spoke about immunization and HIV/AIDS. He also spoke about healthy life style for prevention of various diseases and said that hand washing was the single most effective way to prevent spread of infections diseases. He appealed to the people especially parents to come to the nearest health unit for timely immunization of their baby to save from six killer diseases.

TOF observes Tailang’s 1st death anniversary

ITANAGAR, Feb 15: Taro Opey Foundation (TOF), Ziro today observed the first death anniversary of Taro Tailang of Hija village with traditional approach and prayed for the eternal peace of the departed soul in his heavenly abode.

Taro Chatung, the Chairman of Taro Opey Foundation and son of Late Tailang informed through a release that an essay competition was organised on the occasion of the death anniversary on the theme “importance of mother and father”. The competition was open to all for classes VIII to XII students of schools belonging to the Apatani plateau. Rubu Nomphy (Cl-VIII) and Pisa Raju (Cl-IX) – both students of Ziro Valley School – have been adjudged first and second respectively in the essay writing competition.

Chatung also informed that the foundation is venturing to take up ‘rural youth programme’ project for the rural/village areas of the Ziro plateau. The project would impart awareness workshops and vocational training to the rural youth and school drop-outs of the community free of cost. He further apprised that the first phase of the project has already kicked-off at Hija village which is the birth place of Late Taro Tailang and Taro Opey, the parents of TOF Chairman.

 

 

Mach Kidzee celebrates foundation day

AALO, Feb15: Transport and Cooperation Minister Jarkar Gamlin urged the Mach Kidzee School, Aalo authority to strive to fulfill the educational needs of children and desire of their parents.

Attending the fourth foundation day celebration of the school, Gamlin lauded the all round education being imparted by the school to the kids at their formative period. The minister praised the school authority for adopting attractive school curriculum for learning without stress which can lead to a sound mental and physical development of children.

He also highlighted the role of parents in moulding child’s future.

The minister gave away various prizes on the occasion.

Established in 14th February, 2009 with 25 odd student the school has been making steady progressive and today on its fourth Foundation Day, the school with all modern amenities is a happy family of 200 children.

The Director of the Mach School, Gedam Kamchi and Principal of the school Somali Sarkar highlighted the achievements and progress made by the school in the last three years and said that the institution believes in creating conducive atmosphere for overall growth of a child through playway methods of teaching and learning.

ACS submits memo to higher education secy

ITANAGAR, Feb 15: Arunachal Civil Society (ACS) submitted a memorandum to Ashok Thakur, Secretary Department of Higher Education, Ministry of Human Resource and Development, Govt. of India.

According to an ACS release, the memorandum requested HRD ministry to increase job reservation for APST and to intervene in the ongoing NERIST issue.

 

Guv, CM convey Oriah festival greetings

ITANAGAR, Feb 15: Governor of Arunachal Pradesh General (Retd) JJ Singh and Chief Minister Nabam Tuki conveyed warm greetings to the people of Arunachal Pradesh on the festive occasion of Oriah.

In his festival message, the Governor expressed his hope that the festivity will further strengthen the emotional integration, brotherhood and mutual understanding amongst our citizens and bring peace and prosperity in the society.

“On this auspicious occasion, I join my Wancho brethren in offering our prayer to Almighty ‘Rang’ to bless each one of us with good health and happiness,” the Governor said in his message.

In his festival message, the Chief Minister appealed all, irrespective of community and faith, to join the festival and express their solidarity, love and respect for the Wancho brethren in their time of festivity.

He also expressed faith that the unique identity of unity in diversity prevails for posterity through celebration of these colouful indigenous festivals.

“That is why I firmly advice that all communities join the celebrations of other communities,” Tuki added in his message here this evening.

 

IFCSAP provides relief materials to fire victims

ITANAGAR, Feb 15: A team of Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) and its Upper Subansiri District Unit jointly visited the fire accident site at Sigin colony, Daporijo and distributed relief items like blankets, steel plates and tumblers to every family and also contributed Rs. 500 each to every student of Class X, XI & XII.

During the relief camp, IFCSAP General Secretary Gichik Taaza, suggested the people to take necessary precautionary and proper safety measures, while burning candle, using cooking gas (LPG) and fireplace to avoid such fire accident.

The IFCSAP General Secretary appealed to the State govt. to provide more fire tenders in every district headquarters to control such fire accident in future and also conduct seminar, awareness programmes etc on prevention of fire incident in every district headquarter of the state. There should be atleast three fire tenders in fire prone Daporijo, Upper Subansiri, he said.

 

Refresher training for in-service teachers of Dambuk begins

ROING, Feb 15: Refreshers training for in-service teachers of Dambuk block under District Mission, SSA Lower Dibang Valley district began on February 13.

Inaugurating the training, Dambuk SDO Atul Tayeng urged the teachers to be the custodian of the society and be a perfect role model for others not only in their teaching but also in their day-to-day conduct. He urged the teachers to encourage the students to inculcate discipline and self-confidence in them.

DDSE T Tatak exhorted the teachers to develop work culture and discharge their noble duty with utmost sincerity and dedication and live up to society’s expectation.

He further said that since the children are the asset of the nation, it is the duty and responsibility of the teachers to make them a worthy citizen.

AAPYO opposes demand for extension of retirement age

ITANAGAR, Feb 15: All Arunachal Pradesh Youth Organisation in a representation to Chief Minister today opposed the proposal made by the CoSAP for extension of the retirement age from present 58 years to 60 years.

The organization said “the raising of retirement age would disturb the employment opportunities of youths”.

An expert committee should be appointed to study the matter and the same report should be thoroughly discussed in Assembly and a comprehensive economic and employment programme should be planned before raising the retirement age limit, the release said adding that the organization supports the introduction of volunteer retirement service.

 

LDV to participate in rural sports meet

ROING, Feb 15: A team of 57 sportspersons from Lower Dibang Valley (LDV) district, including officials left here this morning for Itanagar to participate in the Inter-District Rural Sports Competition 2013 beginning at Sangey Lhaden Sports Academy ground, Chimpu tomorrow.

The competition is being organized by the Department of Sports & Youth Affairs, Govt of Arunachal Pradesh under Panchayat Yuva Krida Khel Abhiyan (PYKKA).

Rural boys and girls under 16 years from entire state will compete in eight events namely, Athletics, Archery, Badminton, Football, Kabaddi, Kho-kho, Table Tennis and Volleyball.

Lower Dibang Valley Deputy Commissioner Shiv Kumar while distributing jersey, tracksuits and other sportwears to the participants before the team left for the State Capital, wished and encouraged them to perform well and win medals. Save Nyishi dialect

Dear Editor,

It has become a kind of fashion for the Nyishi youngsters to say “I can’t speak in Nyishi dialect”. I am pretty sure when it comes to percentage of new generations who can’t speak in their own dialect/language, Nyishi will top the list. It is disturbing how majority of new Nyishi generation can’t speak in their own dialect, not to mention understanding and carrying on the age old culture and tradition. However, in other communities like Apatani, Adi, Galo etc., almost everybody, if not all, could speak their own language/dialect. So where did we went wrong? The answer is simple, at home itself. Nyishi parents, unlike their counterparts from any other community, speaks to their kids in Hindi instead of Nyishi for the reasons best known to them, educated and uneducated alike. The result is simple, new generation of Nyishi who can’t speak Nyishi. This practice, if lasts for few more decades, no doubt, will end up corroding our identity. Other languages like Hindi or English could be learned at schools and colleges, but not our mother tongue.

The parents must take this vital responsibility of teaching the young ones their mother tongue and teach them to value their culture and tradition. Nyishi community based organizations like ANSU, ANYA, NES etc. must also take the lead to create awareness among the community members by some kind of campaign or something.

Investigation should be done

Dear Editor,

I would be highly obliged if you kindly allow me a little space to express my grievances through the esteem column of your daily. Gone are the days when the promises were made to keep. In today’s world promises are all empty that at best only sounds much. The fake announcement made by the govt to honour the toppers of class X and XII CBSE board exam with laptops is one such promise. As a matter of fact it has been decided that the toppers of the said exams would now be awarded with only rupees ten thousands each. This begets a suspicion on the good will of both the govt policy makers and the implementing agency since a handsome laptop costs not less than Rs.30000/-,the gap between the cash grant and the price of laptop amount to Rs.20000/-approx. It necessitates an investigation for unearthing this less amount and the reason for stepping back of the govt from its earlier promise so that the aspiring students are not deprived of their dues and the much talked slogan “RIGHT TO INFORMATION “is upheld in public interest.

Some fire safety tips

Dear Editor,

Through your esteem want to share few things regarding frequent fire incident. Dear one and all, when a house goes up in flames, it takes away everything including food, cloths, utensils, documents, certificates, articles, and host of other things. I am convinced that fire safety measures normally prescribed for, are not suitable for Arunachalee traditional houses. The textbook tips must be adapted to our local situation.

Here are some suggestions: DO NOT Construct houses too close to each other. DO NOT line up the houses on a hill. Giant flames can lit up houses from 150 or more foot up the hill. DO NOT use long logs for burning. They bring the fire from fire place on to the floor. DO USE METAL SHEETS for your kitchen. At least cover the area directly above the fire place with metal or aluminium roofing sheets. You can do it. DO KEEP ALL INFLAMMABLE things out of the reach of children. REMEMBER this: Fire prevention is the only remedy for our traditional Arunachal houses. Once a house catches fire, it becomes near impossible to fire fight. The wood, the bamboo, the thatched leaves crackle and go off into flames in few minutes! It is time to act responsibly. While we cannot control all fire accidents, most are preventable!

Deprived of rights

Dear Editor,

With due respect, we, the undersigned person would like to inform about the irregularities that have been committed upon the bonafide/permanent residents of Tarajuli village under 7-Lekhi Anchal Samiti, who were registered in the electoral roll of the 32-Tarajuli (F)GP Segment and exercising their adult franchise for the last two decades and more.

On 14.1 1.2012, a hearing was conducted for inclusion of the new names in the electoral roll of the 32-Tarajuli (F) GP Segment. However, since some of the residents of the village were not informed about the hearing, the said hearing was re-fixed on 26.11.2012 after some representation was made to the Electoral Registration Officer and inclusion for new names were also accepted during the hearing. However, now it has been learnt that the District Electoral Officer upon the receipt of the said claims returned the claims to the Electoral Registration Officer vide a letter no. YPA/PR-35/201 1-13 dated 10Ul December 2012 with the observation that the residence of the claimants who have been accepted for inclusion is doubtful. Pursuant to such an order, all the claims for inclusion have been rejected.

Further we have been informed that names of 85 (eighty-five) voters/electors have been deleted from the electoral roll of the 32-Tarajuli (F) GP Segment without any notice or hearing. The said persons are not even aware of any objection filed against the inclusion of their names in the electoral roll, as no opportunity of hearing was given to them but assumes that such an action has been prompted after the order of the District Electoral Officer, Papum Pare district dated 10.12.2012. It is also to the utter shock and surprise of the entire Tarajuli village that the name of the Gaon Burah, Bogiam Nasi along with his family has also been deleted from the electoral roll. The said action of the Electoral Registration Officer and the District Electoral Officer has caused heartburn and hurt the sentiments.

The entire exercise has been carried out in a very arbitrary manner and in flagrant violation of The Arunachal Pradesh Panchayat Raj Act, 1997 and The Arunachal Pradesh Panchayats (preparation of Electoral Rolls) Rules, 2002. The said Act and the Rules postulates that the deletion of the names from the electoral roll shall not be made without giving the person concerned a reasonable opportunity of being heard in respect of the action proposed to be taken to him/her. In the instant case, the concerned officers have given a total go by to the statutory requirements and have acted basing on their surmises and conjectures.

APPSCE confusing us

Dear Editor,

The Arunachal Pradesh Public Service Commission in its recently advertised APPSCCE (Prelim)-2013 asked eligibility of age to be recorded as on 19.03.2013. However, in OMR Application Form in Serial No. 16 issued by the commission, the age limit is required to be recorded as on 01.01.2013. Hence, it is confusing and a matter of concern for the candidates. Which date is to be recorded and entry in the form for the eligibility of age? I, therefore, earnestly request the commission to clarify this issue as early as possible before closing date please.

Encroachment menace has to be check

Land encroachment has become serious concern for the people of Arunachal Pradesh. Today every part of state be it capital complex, district headquarters and even interior villages are facing massive problem of government land being encroached by the citizens. As per the record 2296 cases of government land encroachment including quarters and office premises has been reported from various parts of capital complex. The record obtain from sources tells that sectors areas have been encroached in big way.

The state government for years had failed to stop this trend of government land being encroached by various persons. The law enforcing agencies has not been given enough power to deal strongly with the encroachers. In capital complex apart from various sector areas, large part of forest area including area nearby Itanagar Zoological Park has been encroached. However the concern authorities have completely failed to act against them. Such kind of action encourages them and it is time state government come down harder on these people.
