Dr. Tada conferred with Dr. SN Tripathy Memorial Oration Award
ITANAGAR, Feb 15: Dr. Bamin Tada, Joint Director of Health Services (TB) cum State TB Officer, has been conferred with the prestigious Prof. (Dr) SN Tripathy Memorial Oration Award in recognition of his outstanding contribution to the field of TB Control Programme and for being the longest serving Programme Officer in the country.
The award was presented by Ashwini Kumar Choubey, Minister for Health and Family Welfare, Bihar Government, on behalf of the TB Association of India in a glittering function held at Mahavir Cancer Sansthan, Patna in presence of representatives of GOI, WHO and learned doctors of the country during the 67th National Conference on TB and Chest Diseases and National Academy of Chest Physician on February 8.
The award comprises a medal, citation, shawl and cheque.
Earlier, Dr. Tada was conferred with Arunachal Pradesh Governor Gold Medal in 1999 and Life Time Achievement Award by then Chief Minister Late Dorjee Khandu in 2008 at Tawang during North East Regional TB and Chest Diseases Conference.
Dr. Tada was also congratulated and felicitated during the just concluded State Level PMDT and RNTCP Review Meeting held on February 13 at Banquet Hall, Itanagar in the presence of Special Secretary (Health), Govt. of AP., Mission Director (NRHM), WHO Consultant, DHS, Senior Officers of the Directorate, DMOs, DTOs and TB Workers of the State.
Dr. Bamin Tada was honored by State Health Department, all the TB workers, of Arunachal Pradesh, including TB Cell, Nursing Cell and TNAI State Branch with a Shawl and Bouquet.
The Mission Director, NRHM Bidya Gadi said that Dr. Tada’s dedicated services must be emulated by the younger generation of doctors.
Describing him as the Father of TB Control Programme in Arunachal Pradesh, Dr. Moji Jini, Chief Medical Superintendent, Arunachal State Hospital, Naharlagun, said that the example set by him should be well remembered and his foot steps followed by one and all.

With the recovery of the mortal remains of the victim and positive identification of the same by the relatives, Tirap District Police have solved one of the most sensational kidnappings in the district and a history of sorts has been created where for the first time the body of a victim of a UG related abduction and killing has been recovered.
Many previous incidents have occurred when persons have been abducted by the UGs and were presumed to have been killed by them but the corpus delecti had never been found.

ITANAGAR, Feb 15: The General Motors (GM) today launched its much awaited sedan Chevrolet Sail in an impressive function held at Sango Motors, Itanagar. The function was attended, among others, by the top banking officials, customers and representative of General Motors. Proprietor of Sango Motors Taba Ayo and Pranab Barman, North East Area sales manager, GM launched the Chevrolet Sail.
The Sail has been launched in Itanagar with view to capture the emerging car market of the state. While talking to journalists Pranab Barman informed that GM has sold highest numbers of cars in Arunachal among all the NE states. “Arunachal has emerged as major market for us. And to make further inroads into the market, we have launched Sail. Already we have started to get booking and we are very positive about future,” said Barman.

Arunachalee judges being unfairly treated

ITANAGAR, Feb 15: Contrary to the directive of Chief Justice of the Supreme Court India Altamas Kabir to appoint more fast track courts (FTCs) to expeditiously dispose of all pending court cases, particularly crimes against the women, the Gauhati High Court registry has terminated three additional district and sessions judges, namely Oying Apum, Goto Ete and Yumken Bagra.
“It was a predetermined agenda as three of them recruited on merit through due recruitment process and interview conducted by the Gauhati HC registry would have qualified to become HC judges through their service record and channel within next three years,” which they have claimed in a writ filed before the high court on February 5 last to seek justice.
Apum, a gold medallist in LLB from North Eastern Hills University (NEHU), Shillong in 1993 and the first woman law graduate from Arunachal Pradesh, served in state’s law department for 7 years, before appearing for the examination in 2001.
Bagra, a first class law graduate in 1981 and Ete, a first class law graduate in 1987, after practicing for 12 and 14 years respectively along with Apum appeared the examination.

This is a pre conceived move as the registry in consultation with the state government had extended their contractual services till March 31, 2015. As three of them are on contractual services with the state government, such injustice is shocking, Lok Sabha member Takam Sanjoy said.
While the recruitment Rules No. 7 specifically has an enabling provision for regularization of FTC judges, but intriguingly the HC registry even after seeking the ACRs of the three judges vide letter No. HC/VII:09/2008/1615/A besides property returns through the law department instead of considering their cases for regularization continued to avail their services on adhoc basis, the MP informed.
Interestingly, three of them appeared in the written examinations conducted by the Gauhati HC registry again on September 02, 2012 just within 24 days’ notice on August 07, 2012 from the date of fixation of written examination and they were called to appear for interview by the principal bench of the HC at Guwahati on November 22, 2012.
When three of them reported on time on the given date, they were told that their answer sheets were not checked. They were also told that whosoever among them found securing qualifying marks in terms of the Supreme Court in the Brij Mohan Lal case would be called for interview, the MP claimed.
Shockingly, without consulting or intimating the government of Arunachal Pradesh, the termination letters dated January 7, 2013 were received by state’s law department as a bolt from the blue.
The HC registry in a hurry advertised on January 10, 2013 for vacancies arising out of the termination in Arunachal Pradesh FTCs through there was no vacancy for the same in the state government.
Though the Guahati High court set up in 1948 to function as the principal seat of justice for seven North East states, there has been no single judge from Arunachal Pradesh representing the indigenous community. This is enough proof of the predetermined move to deprive the Arunachalees to become regular judges of high court.
Moreover, with the state government separating judiciary from the executive on March 16, 2004 vide notification No. 44/2004, the state would require additional & district session judges and district & session judges. In case the state does not have qualifying people, then those who are in the registry would fill the posts created.
Interestingly, the present district & session judges, namely Nani Grayu and Buri Habung, would require eight year’s qualifying service to become HC judges. In case of new recruitment, he/she would require 10 years’ qualifying service to become a HC judge. This clearly proves how Arunachal Pradesh though such manipulative process has been pushed behind 8 years, if not a decade, by terminating the services of three judges.

31, 2010 for five years up to March 31, 2015 vide order No. JUD (FC)-
Tuki campaigns for Cong in Tripura
ITANAGAR, Feb 15: Arunachal Pradesh Chief Minister Nabam Tuki had a hectic schedule campaigning in Tripura on February 10 and 11 last. The 60 member Tripura Assembly goes to polls tomorrow.
Reaching Agartala on Sunday, Tuki attended a public meeting at Ramachandea Ghat in Khowai district, where he campaigned in favour of contesting MLA candidate Amimesh Devbarma of the National Conference of Tripura (NCT).
Amimesh is the lone candidate of the regional party, an alliance of the INC, in the foray this Assembly election.
Later in the evening, he addressed a massive gathering at Talia Mura for INC candidate Gouri Shankar Roy.
Tuki hailed Congress as the only option for peace and overall development of not only Tripura but the entire Northeastern Region. He said that only because of the Congress party and the patronage bestowed by its national leaders under the leadership of AICC President Sonia Gandhi and Prime Minister Dr Manmohan Singh, the North East was progressing ahead with a vision in mind.
“Therefore, it is our duty to payback by bringing the party to power in our respective states,” appealed Tuki, a Congress veteran and leader of Arunachal Pradesh CLP.
On Monday the Arunachal Chief Minister joined AICC General Secretary Rahul Gandhi in a party rally at Sunamura, where a mammoth crowd of nearly 70,000 had gathered. The rally was to garner support for five INC candidates – Shah Alam, Billal Mia, Subhol Bowmik, Uttam Das and Deepak Mazumdar – who were all present in the rally.
The same day Tuki traveled to Karamchara and Chawmanu and addressed two election rallies campaigning for D C Rangkhol and Zaidami Tripuri. Zaidami is one of the four women contestants in the fray and probably the youngest at 27.

KHONSA, Feb 15: Arunachal Pradesh Assembly Speaker Wanglin Lowangdong inaugurated a Primary Health Centre at Old Paniduria village, about 25 Km from Khonsa, amidst a huge gathering.
Speaking on the occasion, Lowangdong said that the establishment of the PHC was delayed mainly due to poor road communication. He, however, appreciated the PWD and Health department for providing the basic requirements for the newly constructed PHC adding that the PHC would go a long way in improving the health services of Paniduria and nearby villages.
Highlighting the ‘tremendous development’ made in various sectors in the state, the Speaker said that all the elected leaders of Tirap district were trying to improve the health services in the district by trying to post more doctors and creating more infrastructure. The Speaker asked the people to create more conducive atmosphere in the district so that more government officers of different departments willingly join the district. He further urged the DMO to make the PHC functional at the earliest in the interest of Paniduria and nearby villages.

Delay in announcement of tender result resented

The main resource persons of the campaign were Dr. K Ori SMO PHC Nikte, Moki Nyodo CDPO ICDS, Kirta Bagra Supervisor, Rimen Jonah Senior Gram Sevika of Darka, Doba Gamlin Supervisor ICDS.
Dr. Ori educated the people on AIDS, cancer, diabetes, malaria preventive measure and explained about JSY and JSSK schemes for the pregnant women.
Another resource person Kirta Bagra explained in details about the importance of immunization, diseases like HIV/AIDS and importance of consuming iodised salt. Bagra also demonstrated process of ‘Hand Washing” and the importance of immunizing their babies to save them from six killer diseases. Quiz competition among the people were also conducted and prizes given by DFP.
Resource person Jonoh educated the people about AIDS, malaria and its preventive measures, long lasting impregnated net (LLIN), demerits of early (child) marriage etc.
Moli Nyodo, CDPO spoke about immunization and HIV/AIDS. He also spoke about healthy life style for prevention of various diseases and said that hand washing was the single most effective way to prevent spread of infections diseases. He appealed to the people especially parents to come to the nearest health unit for timely immunization of their baby to save from six killer diseases.

ACS submits memo to higher education secy
ITANAGAR, Feb 15: Arunachal Civil Society (ACS) submitted a memorandum to Ashok Thakur, Secretary Department of Higher Education, Ministry of Human Resource and Development, Govt. of India.
According to an ACS release, the memorandum requested HRD ministry to increase job reservation for APST and to intervene in the ongoing NERIST issue.

IFCSAP provides relief materials to fire victims
ITANAGAR, Feb 15: A team of Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) and its Upper Subansiri District Unit jointly visited the fire accident site at Sigin colony, Daporijo and distributed relief items like blankets, steel plates and tumblers to every family and also contributed Rs. 500 each to every student of Class X, XI & XII.
During the relief camp, IFCSAP General Secretary Gichik Taaza, suggested the people to take necessary precautionary and proper safety measures, while burning candle, using cooking gas (LPG) and fireplace to avoid such fire accident.
The IFCSAP General Secretary appealed to the State govt. to provide more fire tenders in every district headquarters to control such fire accident in future and also conduct seminar, awareness programmes etc on prevention of fire incident in every district headquarter of the state. AAPYO opposes demand for extension of retirement age
ITANAGAR, Feb 15: All Arunachal Pradesh Youth Organisation in a representation to Chief Minister today opposed the proposal made by the CoSAP for extension of the retirement age from present 58 years to 60 years.
The organization said “the raising of retirement age would disturb the employment opportunities of youths”.
An expert committee should be appointed to study the matter and the same report should be thoroughly discussed in Assembly and a comprehensive economic and employment programme should be planned before raising the retirement age limit, the release said adding that the organization supports the introduction of volunteer retirement service.

Save Nyishi dialect
Dear Editor,
It has become a kind of fashion for the Nyishi youngsters to say “I can’t speak in Nyishi dialect”. I am pretty sure when it comes to percentage of new generations who can’t speak in their own dialect/language, Nyishi will top the list. It is disturbing how majority of new Nyishi generation can’t speak in their own dialect, not to mention understanding and carrying on the age old culture and tradition. However, in other communities like Apatani, Adi, Galo etc., almost everybody, if not all, could speak their own language/dialect. So where did we went wrong? The answer is simple, at home itself. Nyishi parents, unlike their counterparts from any other community, speaks to their kids in Hindi instead of Nyishi for the reasons best known to them, educated and uneducated alike. The result is simple, new generation of Nyishi who can’t speak Nyishi. This practice, if lasts for few more decades, no doubt, will end up corroding our identity. Other languages like Hindi or English could be learned at schools and colleges, but not our mother tongue.
The parents must take this vital responsibility of teaching the young ones their mother tongue and teach them to value their culture and tradition. Nyishi community based organizations like ANSU, ANYA, NES etc. must also take the lead to create awareness among the community members by some kind of campaign or something.

through the esteem column of your daily. Gone are the days when the promises were
made to keep. In today’s world promises are all empty that at best only sounds much.
The fake announcement made by the govt to honour the toppers of class X and XII CBSE
board exam with laptops is one such promise. As a matter of fact it has been decided
that the toppers of the said exams would now be awarded with only rupees ten thousands
each. This begets a suspicion on the good will of both the govt policy makers and
the implementing agency since a handsome laptop costs not less than Rs.30000/-

Some fire safety tips
Dear Editor,
Through your esteem want to share few things regarding frequent fire incident. Dear one and all, when a house goes up in flames, it takes away everything including food, cloths, utensils, documents, certificates, articles, and host of other things. I am convinced that fire safety measures normally prescribed for, are not suitable for Arunachalee traditional houses. The textbook tips must be adapted to our local situation.
Here are some suggestions: DO NOT Construct houses too close to each other. DO NOT line up the houses on a hill. Giant flames can lit up houses from 150 or more foot up the hill. DO NOT use long logs for burning. They bring the fire from fire place on to the floor. DO USE METAL SHEETS for your kitchen. At least cover the area directly above the fire place with metal or aluminium roofing sheets. You can do it. DO KEEP ALL INFLAMMABLE things out of the reach of children. REMEMBER this: Fire prevention is the only remedy for our traditional Arunachal houses. Once a house catches fire, it becomes near impossible to fire fight. The wood, the bamboo, the thatched leaves crackle and go off into flames in few minutes! It is time to act responsibly. While we cannot control all fire accidents, most are preventable!

The said Act and the Rules postulates that the deletion of the names from the electoral roll shall not be made without giving the person concerned a reasonable opportunity of being heard in respect of the action proposed to be taken to him/her. In the instant case, the concerned officers have given a total go by to the statutory requirements and have acted basing on their surmises and conjectures.

Encroachment menace has to be check
Land encroachment has become serious concern for the people of Arunachal Pradesh. Today every part of state be it capital complex, district headquarters and even interior villages are facing massive problem of government land being encroached by the citizens. As per the record 2296 cases of government land encroachment including quarters and office premises has been reported from various parts of capital complex. The record obtain from sources tells that sectors areas have been encroached in big way.
The state government for years had failed to stop this trend of government land being encroached by various persons. The law enforcing agencies has not been given enough power to deal strongly with the encroachers. In capital complex apart from various sector areas, large part of forest area including area nearby Itanagar Zoological Park has been encroached. However the concern authorities have completely failed to act against them. Such kind of action encourages them and it is time state government come down harder on these people.
